Otoshi served as the President of IBM Japan Ltd. from December 1999 to January 2009 and also served as its Chief Executive Officer since March 2003. At Previous, Otoshi served as Managing Director of IBM Japan Ltd.. from March 1997 to December 1999. He serves as Director of IBM Japan Ltd. and has been its Director since March 1994.

From IBM, Otoshi moved to other company. He serves as an Outside Director Director of Kao Corp. He served as a Director at Mitsubishi UFJ Financial Group, Inc. from June 2004 until that case happened August 30, 2012. But there is no information Whether he stil serves as an Independent External Director at Toto Ltd.

Otoshi examined police after allegedly secretly record inside the skirt of a woman at a train station. Recordings were made using an iPod while he was riding an escalator in a busy Tokyo station.

As Yomiuri Shimbun and Mainichi Shimbun reported, people passing by to see what he is doing and report it to the police officer who found the tape.

To the officer, Otoshi said that he is interested in voyeurism. This case was reportedly handed over to prosecutors soon. However, the Tokyo police declined to confirm the case.

Voyeurism is a mental disorder in which a person has an uncontrollable urge to surreptitiously peek or look at someone of the opposite sex or the like depending on their sexual orientation, who was naked, undress or engage in sexual activity. From here the sufferer obtains satisfaction.
